She began her career in service as the Chief of Federal Independent Living at the U.S. Department of Education in 1987.

She became an important figure in drafting the American with Disabilities Act of 1990, providing a unique perspective as one of the few people of color involved in the law.

From 1995-2001, Davis was appointed by the President, as the Head of the ADA Technical Assistance Division at the Equal Employment Opportunity Commission.

Driven by her passion for equality, she traveled to U.S. embassies educating others on the ADA.
